SO i tried everything you posted. I also ran all tests, its still goes back to that 0xc000000f screen and will not let me do anything. What do i do?

It says when i turn my computer:
Windows failed to start. A recent hardware or software change might the cause. To fix the problem :

If you do not have this disc, contact your system administrator or computer manufacturer for assistance.

Method 1:
Disconnect all external devices If any (Printer, scanner, camera, or any other USB devices) except mouse and keyboard and try to restart your computer.
If you are able to boot the computer after disconnecting all external devices, identify the faulty device by connecting them one by one. If the problem persists proceed with the next method.
Method 2 : Windows startup repair
Windows has a preinstalled recovery option called startup repair, in case Windows fails to start due to whatever reasons, it automatically launches and tries to repair the operating system. If it does not launch automatically you may initiate it manually.

Method 3:
Let’s try to start the computer in Last Known Good Configuration and check.
It's a Windows startup option that uses the most recent system settings that worked correctly. Every time you turn your computer off and Windows shuts down successfully, important system settings are saved in the registry. If a problem occurs, you can restart your computer using those settings. For example, if a new driver for your video card is causing problems, or an incorrect registry setting is preventing Windows from starting correctly, you can restart your computer using Last Known Good Configuration.

Thank you for your reply, appreciate the time taken by you in keeping us updated on the status of the issue.
- What happens when you restart the computer and press F8 before boot? Does it take you to any different screen?
- "When you say it sends back where the problem is" do you mean it is stuck at "Windows failed to restart" screen and immaterial of what you do, it remain stuck to that screen?
If the computer is stuck on "Windows failed to start" and you're neither able to get to advanced boot option nor able to launch the startup repair, we'll require a Windows 7 DVD or a recovery media to initiate the repair.
Please arrange for a Windows 7 reinstallation media or contact your computer manufacturer to get your computer recovery media.
