I can imagine the inconvenience you are experiencing and will certainly help you in the right direction to fix the issue. However, I would appreciate if you could answer a few questions to narrow down the issue in order to provide you with better assistance.

    1. Has the issue started to occur recently?
    2. Did you make any significant hardware or software changes to the computer prior to this issue?

This issue occurs when there is no updated drivers are there for hardware. As you have tried most the troubleshooting including reset, I would suggest you to try installing the updated drivers for Touchscreen and chipset drivers and check if it helps.

    Method 1:

Uninstall and reinstall the Human Interface Devices driver and check the issue.****

Follow the steps given below to uninstall the drivers.

    1. Press Windows key + X and select Device Manager.
    2. Search for Human Interface Devices and expand it.
    3. Right click on the Human Interface Devices and select Uninstall.
    4. Restart your computer. Windows will install the generic drives after you restart.

Check for the issue, if it persists move to next method.

    Method 2:

Uninstall and reinstall the Display drivers and chipset drivers.

Follow the steps given in the method 1 to uninstall Display drivers and chipset drivers but do not restart it, you need to download the driver from the link given below.
