Seems I am only getting this error with only one program:
ShellExecuteEx failed; code 1155,
No application is associated with the specified file for this operation
It is actually with Spotify, if that matters.
I have uninstalled and re-installed and it will work just fine until I reboot then this error reappears and I have to do all over again.
I have run malwarebytes for malware and Mcafee security suite but still get same error.
Anyone able to help?

It is actually with Spotify, if that matters.
It matters a great deal because it is a Spotify problem, not a Windows problem, and the Spotify FAQs probably have a solution. Alternatively Google will give you several useful hints with this search string:
spotify No application is associated with the specified file for this operation
