Flash Player update 18.0.0.203

My Trusteer Rapport keeps telling me I need to update Adobe Flash Player.  I have vs. 17.0.0.169 (debugger) and the latest version is 18.0.0.203.  Also, I can't install these plug-ins:  NPAPI or PPAPI.  I'm currently  using IE-11 but it continues to "Stop working".  Then I switch to Chrome.  Can anyone explain any of these problems?

    Roll up your sleeves, cross your fingers & try the following multi-step fix I've cooked up just for your computer...

    ACTIONS

    [You will want to print these instructions for offline reference. IMPORTANT => DON'T SKIP ANY STEP & perform all Steps in one, uninterrupted session! If a Step says to reboot,reboot!]

    1. Right-click on the following link, select SAVE TARGET AS... & download the Norton Removal Tool, saving it to your desktop: ftp://ftp.symantec.com/public/english\_us\_canada/removal\_tools/Norton\_Removal\_Tool.exe
    2. Close all open applications (i.e., anything with an icon on the taskbar).
    3. Uninstall Norton Security Suite and then (Norton) LiveUpdate (if listed) as well as any Norton Add-ons via Control Panel | Programs | Uninstall a program. Reboot when prompted to do so.
    4. IMPORTANT! => Make certain that Windows Defender & Windows Firewall are enabled immediately after rebooting! [Should happen automatically but I want you to double-check.]

    NB: You're "working without a net" now: Don't to ANYTHING else online (e.g., browsing; reading email; chatting) until you've completed Step #7 below!

    1. Right-click on the file you saved in Step #1a above and select Run as Administratorto run the Norton utility. Don't TOUCH your keyboard until the run completes, then reboot.
    2. OPTION A: Do a clean install of Comcast's Norton Security Suite; follow all prompts.

    NOTE: Do not enable or install any Norton Add-ons or toolbars (e.g., Norton Anti-Phishing) just yet.

     OPTION B: Leave Windows Defender and the Windows Firewall enabled instead.

    1. If you installed the Comcast/Norton freebie again in #6 above, run (Norton) LiveUpdate manually & repeatedly until you get a "no more updates" or similar prompt.  If you opted to enable Windows Defender, you may skip this one (1) step only!

    8a. Right-click on the following link & save the download to your desktop: **ie8-rereg.all.zip** [1]

    8b. Right-click on the file you saved in #8a & select EXTRACT ALL. This will create a new desktop folder also named ie8-rereg.all. The folder will contain both of the scripts below (plus a third one that you will NOT use).

            Note => Don't worry, the scripts are good for IE10 & IE11, too!

    9a. Close all open applications (i.e., anything with an icon on the taskbar), open the folder created in Step #8b above & double-click on the file named ie8-rereg.32on64.cmd to run the script.

    9b. Repeat for the file named ie8-rereg.64on64.cmd then reboot.

    1. Re-assert Internet Explorer as the default Browser in the CUSTOM (<=important!) section of Set Program Access and Computer Defaults. [1]

    11a. Right-click on the following link and SAVE the download to your desktop: http://www.slipstick.com/doit/chromehtml.reg [2]

    11b. Double-click on the file you saved in #11a above & accept the prompt to MERGE the data with the Registry.

    1. Reset Internet Explorer per the instructions on this page: http://windows.microsoft.com/en-us/internet-explorer/reset-ie-settings

                Note => For optimal results, check the Delete personal settingsoption.

    1. Reset Windows Update components per this page => http://support.microsoft.com/kb/971058 [3]
    2. Reboot and run a manual check for updates: See if any/all updates offered (e.g., KB3079777...) will successfully install now; follow all prompts.

    1. Open Internet Explorer (not Chrome!) to **http://www.adobe.com/software/flash/about/** and (hopefully) confirm that Flash Player v18.0.0.209 is now installed.

    Whew!  This is lengthy.

    1b. Came with Windows 8

    1c.  Shortly after it was offered

    2.  Norton Security Suite offered free with Comcast.  Doesn't expire.

    3.  All Norton

    4.  Have had Norton all along.  I don't think I've ever installed McAfee on this computer, but may have by accident but then uninstalled it a few days later.

    5.  Don't recall

    6a.  No to all updates

    6b.  No

    6c. Not installed

    7.  Yes

    8.  Norton Registry.

    Assuming Win8.1 64-bit...

    Please answer each of the following [admittedly tedious] diagnostic questions in a correspondingly-numbered list in your very next reply, preferably without quoting this post:

    1a. When (approx. date) did you purchase the computer?

    1b. Did the computer come with Win8 (or Win8.1) preinstalled, did you do a clean install of Win8 (or Win8.1), or did you upgrade a (e.g., Win7) computer to Win8?

    1c. Assuming you started with Win8 => When (approx. date) was Win8.1 installed?

    1. What is the full name of your currently-installed third-party anti-virus application or security suite (i.e., not Windows Defender!), if any, and when (approx. date) does your current subscription(if any)expire?
    2. What third-party anti-malware applications (i.e., not Windows Defender!) are installed, if any?  What third-party firewall, if any?
    3. Has a(nother) Norton application or a McAfee application EVER been installed on the computer since you bought it?
    4. Did a Norton free-trial or a McAfee free-trial [pick one] come preinstalled on the computer when you bought it? (Doesn't matter if you never used or Activated it.)

    6a. Is KB3065822, KB3061512, KB3069392, KB3070102, KB3072630, KB3072633, KB3067505 and/or KB3077657 listed in Installed Updates (not Update History)?

    6b. Is KB3079777 offered when you run a manual check for updates?

    6c. When (exact date) was KB3049508 installed according to your Update History (this time)?

    1. Is Chrome version 43.0.2357.134 installed?
    2.     Hi PA Bear. 

    No KB3065823 isn't offered.  All of the other KB #s are installed.  I found out about KB3065823 from your site but when I try to download it, it says it is not applicable to my  computer.

    I have installed & uninstalled Chrome many times.  The last time was June 14, 2015.

    Is KB3065823 offered when you run a manual check for updates?

    Is KB3058515, KB3059317 and/or KB3057839 listed in Installed Updates (not Update History)?

    How about KB3065988, KB3035583, KB2976978 and/or KB3044374?

    When & how did you get Google Chrome installed?
