How to fix? I have a user, under Office 365, who just reinstalled Office from their account last week. Today, after clicking 'reply' to an email and then clicking 'send', they see the following message, "This message can’t be sent right now. Please try again later. Change Key is required for this operation." Also, the user clearly stated there is no issue like this when creating and sending emails from Outlook, just replying to messages from others.

Our issue was from a Shared Mailbox using OWA.
(reply from the shared mailbox on a mobile device resolved this issue, just wasn't a long term solution)

We performed these steps and it resolved for the user:
Double click message from Inbox of the shared mailbox
    Click Reply/Reply All
Click the three dots (…) at the top
    Select Show From
    Click From
    Click Other Email Address
Type the shared mailbox email address
    Hit Enter
    Type your message, click Send

Once this is done one time it does not need to done again for this user.

    Error message:

This original message can't be shown right now. It will be included when this message is sent.
This message can't be sent right now. Please try again later. ChangeKey is required for this operation.

Application error identified in Edge (Chromium) and Google Chrome.

    Error diagnostics:
Clicking an email from the list and selecting reply will result in the above error and fail to load message cache. Proceeding to reply and clicking send will result in a failed to send message.

    Resolution:
Open OWA (Outlook Web App), double click on the email you want to reply to, it will then load the message content in the new window and you can then reply as you normally would. On doing this first step, you will then be able to use OWA as you normally would by replying to messages in the inbox list as per normal. Refreshing OWA after this didn't result in the return of the error message so assuming all is good after this.

EDIT UPDATE: One user has had this fault come up again after resolving. They changed PC (different Active Directory PC, same credentials, same network) and the fault reappeared in OWA on that PC. We went back to the original PC where the issue was still resolved. We repeated the above resolution to fix the bug on this second PC.

We are seeing this issue broadly with our Office 365 tenant, many users reporting it

    EX255041

Title: Some users are unable to reply to email via Outlook on the web

User Impact: Users are unable to reply to email via Outlook on the web.

More info: Users attempting to send a reply may receive an error message stating "This message can't be sent right now. Please try again later. ChangeKey is required for this

    operation."

As a workaround, users can reply to email through the Outlook desktop client or Outlook mobile. Additionally, if users refresh the browser page they may experience temporary relief.

Current status: We've confirmed that incoming email is expected to contain a property value referred to as ChangeKey, which the replying email references when responding. Our log review determined that incoming email does include this ChangeKey, but the response messages are not populating with the identical ChangeKey value as expected, potentially due to an issue occurring within a specific component which populates the ChangeKey value. We're continuing our debugging and log review to better understand this operation and confirm any potential issues which may be affecting this component and contributing to impact.

Scope of impact: This issue affects some users attempting to reply to email via Outlook on the web.
