USB is not accessible Incorrect function, (cannot format device)

opening the device returns "E:/is not accessible Incorrect function"

right click to format the device does not open the reformatting tool

             but it opens if i format a different USB

             Ive tried "HPUSBDisk-2.2.3" but it failed "there is no media in the specified device"

Disk management show: missing from volume list but it does show in disk list, 0MB allocated space, Status(online), Partition style (MBR)

             the only actions allowed on this device was view properties and change drive letter path(changing this does not help)

Im not sure what to try next to fix this USB but the data on the drive is unimportant

any help would be great thanks

    1. Did you try to connect the device to other USB port?
    2. Have you installed any third party antivirus program?
    3. Did you check with other computer?
    4. What is the exact error message/code you receive when you try to format it?
    5. Check if you’re able to format USB device from a different computer?
    6. Check for any error if present under Device Manager. Follow the steps given below.

    a) Press Windows Key + X Key on desktop.

    b) Select Device Manager.

    c) Expand Imaging Device.

    d) Check if there is any error ( ! sign ) or ( ? Sign ).

    Follow the troubleshooting method given here.

    Method 1: Run hardware and Device troubleshooter.

    If your computer is having problems with a recently installed device or other hardware, try using the Hardware and Devices troubleshooter to fix the problem. It checks for common issues and makes sure that any new device or hardware attached to your computer was installed correctly.

    Follow the steps given below:

    a) Press Windows key + W

    b) Type Troubleshooting in the search box right up corner and hit enter.

    c) Click on Troubleshooting tab.

    d) Click on view all option on the upper left corner.

    e) Select the Hardware and Device options from the list.

    f) Click Next to run the Hardware and Device Troubleshooter.

    This exact thing happens to me, but  Hardware and Devices troubleshooter couldnt identify any problems. Stilldont know what to do.  Mine has no errors on imaging devices, I have plugged it into another computer and other USB ports and get the same "F:/ is not accessible. Incorrect function." It's named F because my C:/ drive was split into two (C:/ and D:/). I dont have any third party antiviruses on either computers. Would be much appreciated for any help in resolving this.

    PS: I use Windows 10.
