Scroll Lock not working when control is pressed

Hi, as the title says when I hold down my control key(either one) and press scroll lock it isn't registering.  This did not happen with my old computer and the one I'm on is custom built.  I've tried multiple keyboards as well.

    Hi,

    Welcome to Microsoft Community.

    Could you answer few questions to help us understanding the issue in a better way?

    1. Did you check with other mouse as well?
    2. Is the issue specific to any particular application?

    Try out these methods and check if that helps:

    Method 1: Run Hardware troubleshooter

    Follow these steps to run hardware troubleshooter.

    1. Press Windows key + W and type troubleshooting.
    2. Select troubleshooting.
    3. Select view all on the top left corner.
    4. Run Hardware troubleshooter.

    Method 2:

    Follow these steps to change mouse settings.

    1. Press Windows key + X and select Control panel.
    2. Select Mouse and click on last tab (Device Settings).
    3. Click on + next to the second item (Scrolling).
    4. Click on "one finger scrolling"(don't click on the + next to it, just click on its name).
    5. Check whether "Enable vertical scrolling" is checked or not and check it if it is not checked.
