Can I go to a Microsoft Store in my area and purchase Windows 8.1 Pro (with disc) at the Student Discount price of $69.99 with proof of me being a student? Or is the student discount only applicable to a downloaded file?

Purchase, and then Download, the .iso file and convert that into a bootable DVD.

To convert a downloaded .iso file into a DVD right-click on it (use any  Windows 8 machine) and select "Burn disk image".  Follow the Wizard.

The .iso will not install (automatically) until you have converted it to DVD (or USB) and then rebooted a computer and booted from the DVD, or USB.  You can safely download the .iso to any computer with and Internet connection.  When you download it, you can save it directly to USB, or download it to the hard drive and copy it to USB later (recommended).

Alright, so if I was to use my old PC, in the download Wizard will I be able to install it straight to a usb or straight to a file to burn to disc so it does not do a clean install on the computer itself? Sorry for being so clueless, I just don't want to make sure I understand this and don't have to ask anymore questions later. Could I use my Mac to do this also instead of the old PC?

I think you have to convince Microsoft that you are genuine Student and not any Retailer who is likely to want the full cash price from you.  If you want the Student version then you must get it from Microsoft (via download) as an .iso file and convert it to DVD yourself.

You can try the Store that you mention and see if they can sell you what you want on DVD otherwise you need to create it.

There are plenty of free .iso to DVD software out there.

If you have Nero that will do it too.

When you have your bootable DVD you can clean install Windows on to your newly built machine.

Hey Linney, thanks for the reply but I only have a Mac and an old PC running windows vista but it's my family computer and I would rather not go through backing up all the data and thus purchasing an external hard drive, so I would rather not download if I don't have to. I have a Microsoft store in my local mall so I just figured if I could get the discount ($69.99) there when purchasing a physical copy then I would just do that. Is downloading the file from the link you provided the only way to get windows 8.1 pro at that price? By the way I forgot to mention that I would be using this software on the new PC that I am building which has no OS.
