I have the same problem. No other security programs. Computer suddenly became slow. Windows defender was turned off, I was not turned off by me. When I initiate a scan, or even try to turn it on. It gives me the error.

A possible reason for this issue with Windows Defender is the conflicts from the other third party security program installed on your computer. It would be great if you can provide me with more information regarding this issue:
1. When exactly do you get this error code from Windows Defender? Is it when you try to perform a scan with it?
2. Is Windows Defender shown as “Turned ON” and is it up to date?
3. Do you have any third party security program installed on the computer?
4. What recent change have you made on the computer prior to this issue?
If you are using any third party security program on the computer, then there is a chance of conflicts between the 2 security programs and that would disable either of the 2 or both rendering the computer unprotected. So, it would be better to keep either one of this software for better performance and security in the computer.
Temporarily disable the third party security program. (If you have installed any)
If you have installed any third party security program, then I request you to contact its technical support to temporarily disable the program and then check the issue after restarting the computer.
If the issue is resolved, it would be better to uninstall either one of the 2 security programs from the computer. Please do get back to us, if the issue persists. We’ll be glad to assist you further.

2015-07-30T22:37:36+00:00 I've always had a little flag at the bottom R of my screen that Says Windows Defender is turned Off, which was never a problem for me b/c I had Kaspersky that came with my computer... but now my subscription has ended and I'd like to turn Windows defender on, but it won't turn on. I'm currently using Avast, but even when I disable that it won't work. I've run adwcleaner & HitmanPro just for kicks, but I can't figure out why Windows Defender won't turn on... it says
Your PC isn't being monitored because the app's service stopped. Yous should restart it now
Real-time protection: Off
Virus and spyware definitions: Out of date
when I click Start now, it immediately says:
The service couldn't be started.
The group or resource is not in the correct state to perform the requested operation
and it gives Error code 0x8007139f
How in the heck am I supposed to make it right?
