Run the App Troubleshooter.

There is a work around for this issue. You can manually set the picture which is there on your Facebook profile to your Windows User account. But before that make sure that you download and save the photo on your computer at any location. Follow the
steps given below to add the photo.
- Press Windows Key + Q Key.
- Type Accounts and click on Your account settings option from the search results.
- Click on Your account option present on the left hand side of the screen.
- Click on the Browse button and go to the location where you have saved the photos.
