As per the problem description, I understand that Windows TAP Adapter V9 get re-enabled automatically after reboot even after removing the adapter from Device Manager.
I would appreciate if you can provide us the following information to help us understand the issue better.
- Do you use a VPN (Virtual Private Network) on your computer?
- Do you remember any significant software or hardware changes made to the computer just before this issue appeared for the first time?
Generally this issue appears due to VPN, some of our community members have got this problem resolved by completely deleting Cyberghost VPN from the computer.
On addition to that you may refer to the suggestions by JSisthe on September 10 2010 in the thread below, this can also be a possible fix for the issue in question.
