The tool you use appears to be badly flawed. On your machine, as per your feedback, it reports that you use Windows 6.1 (which does not exist). On one of my machines it reports that I use Windows 7 Enterprise (to top version of Windows). The fact is that I use Windows 7 Starter (the bottom version).

I suggest you download and run the upgrade using this link:

Remember that while most upgrades appear to work well, numerous problems have been reported in these forums. The range from minor hickups to making the machine totally unusable. This is why I only upgrade a machine when there is a compelling need. I also create and test an image of the system drive beforehand so that I have a safe backout path.

Actually you *are running Windows 6.1. "Windows 7" is the marketing
name for the version which is internally called Windows 6.1.

They are  just two names for the same thing.

The console command "ver" returns "Microsoft Windows [Version 6.1.7601]" on Windows 7 machines. This is probably where your number comes from.

There was no Windows 6.1. Open the Control Panel, tap the Alt key to make the menus visible, then click Help / About Windows. What does it say.
