Can't install Adobe Flash Player?

I've tried to play several games on Windows 7 and it says I need to have Adobe Flash Player v. 11.5 or greater. So I tried to install AFP. It gets to where it asks me to wait for installation and begins as if it's downloading. It starts at 0% and never goes any further. I've waited up to 10 minutes. Restarted my computer. No change. Tried doing it both through IE and Firefox. Still doesn't work. When I go through the troubleshooting steps it says I either don't have Flash Player installed or it's not enabled, but when I go to Control Panel and the list of programs to Uninstall, it shows Flash Player v. 18 and Shockwave v. 12. I've gone into ad-ons and clicked on "Always Activate" for Shockwave. Nothing's working. What I don't understand is why I'm not getting any kind of error message from the AFP installation. It just stops and goes no further. If I knew why, maybe I'd have a better chance of fixing it.

    Try using adobe flash removal tool (as opposed to the in built windows add/remove) - https://helpx.adobe.com/flash-player/kb/uninstall-flash-player-windows.html

    Run it to remove any elements of adobe flash that may be on your pc, restart the pc, and then go here - https://www.adobe.com/software/flash/about/   in you browser, to download the latest version of flash and see if that installs.

    If that still doesn't help, try this page - https://helpx.adobe.com/flash-player/kb/installation-problems-flash-player-windows.html which has some extra trouble shooting advice and direct links to the update files.
