jitDebugging value set in the system.windows.forms section.
The application must also be compiled with debugging
enabled.
For example:

When JIT debugging is enabled, any unhandled exception
will be sent to the JIT debugger registered on the computer
rather than be handled by this dialog box.

To prevent this error message from showing up, you may disable JIT from launching.
Follow the steps provided in this link:
If you’re comfortable with registry, you may disable the JIT debugging from there.
Important: This section contains steps that tell you how to modify the registry. However, serious problems might occur if you modify the registry incorrectly. Therefore, make sure that you follow these steps carefully. For added protection, back up the registry before you modify it. Then, you can restore the registry if a problem occurs. For more information about how to back up and restore the registry, click the windows help article below.
Back up the registry

Go to start and type regedit.exe.
Delete the following keys:
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\AeDebug\Debugger
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft.NETFramework\DbgManagedDebugger
If you use a 64-bit machine, please delete the following keys:
HKEY_LOCAL_MACHINE\SOFTWARE\Wow6432Node\Microsoft\Windows NT\CurrentVersion\AeDebug\Debugger
HKEY_LOCAL_MACHINE\SOFTWARE\Wow6432Node\Microsoft.NETFramework\DbgManagedDebugger
