Unable to connect to POP3 server 192.168.02

Okay. I have a contacts list but am not getting mail.  I get error ox800ccc0e socket error 10061 when windows is trying to connect to POP3 server 192.168.02 port 110.  The connection fails and cannot do anything about mail.  It worked fine until I did a reinstall of Windows10.  I have looked to find remedy in help subjects.  Very frustrated over this and hope you can shed light on the problem.  Many Thanks.

    That most probably isn't the address of a POP3 server. It looks as if it might be the address of a computer on your local network (192.168.0.2?), possibly even your own computer. Who is the Email Service Provider? This is often apparent from the part of the email address after the '@' symbol.

    OK. Assuming that your router is correctly configured, make these changes:

    Right-click on the account name in the folder pane and select Properties.  

     

    On the Servers tab,

    Enter mail.twc.com for both servers;

    Ensure that the Email username is your full Bright House email address;

    Select Log on using clear text authentication;

    Select My server requires authentication.

     

    On the Advanced tab,

    Change the server port for outgoing mail (SMTP) to 587;

    Ensure that the server port for incoming mail (POP3) is 110

     

    When you've made the changes, compose a new test message with a unique subject (e.g. Test 2) and send it to yourself. Post any new error message in your reply.

    I am confused.  Where and what folder name am I suppose to locate.  I went to Windows Live Mail, went to properties but nothing about servers.  I am not one that understands computer jargon hardly at all so bear with me on not being very savvy.  Thanks again, Noel. Noel,  you had put me on the right track about TWC.  They have different servers depending upon cable supplier and where you live.  For me and POP3 I had to enter pop-server.tampabay.rr.com for incoming and smtp-server.tampabay.rr.com.(not 587)

      The mail didn't come immediately but believe it did come next day if I remember right.  You were an immense help on this.  So far so good as messages come in without issues and same so far for outgoing.  Many, many thanks again.

    Not a folder name - the account name. Like this:

    Thanks.  The test 2 emails showed up in, Windows Mai and my Bright House mail but not in Windows Live Mail.  Just wonder if the darn thing is connected.

    Thanks Noel.  My internet provider is Bright House of Tampa Bay and my email service has always been via @tampabay.rr.com.  rr is for Road Runner.  I also saw a default of 192.168.01.  If any of this makes sense to you I have a TG1672g router that says 64523 ext port and 64523 int port labeled as Teredo product with the connection of 192.168.01.  None of it gives makes sense to me.  I do get messages when accessing windows Mail and also when I log onto Bright House email which is rr account.  Whatever shows on rr also shows on windows mail but never anything for Windows Live mail 2012 which does have all of my contacts.  The other two show nothing on contacts.  Very Confusing.  Thanks for responding on this.
