Why cannot I find an FTP server in Windows 8.1?

I do not think that the current updates will help me setup an FTP server so I can transfer files from my laptop, that runs Windows 8.1 (OEM) to the Virtual Box engine, as I am trying to configure a program on the host called Octave.

FTP service does not seem to run on port 21, since I used ftp open 192.168.x.x on the guest machine to try to see if a connection exists.

Any ideas that would help me upgrade Windows 8.1 to include an FTP server rather than downloading another one?
