You can prevent the Ease of Access On-Screen Keyboard from automatically

> starting when you load Windows by clearing the "Use On-Screen Keyboard"

> checkbox on the "Use the computer without a mouse or keyboard" page in the

> Ease of Access Center. (Open the Control Panel, click Ease of Access, click

> Ease of Access Center, and then click Use the computer without a mouse or

> keyboard.)

Cheers.

Thanks, this got me on the right track, but I found that there were several ways to get to the onscreen keyboard, but none of them did the trick.  Finally!  I went to "Control Panel\Ease of Access\Ease of Access Center\Change sign-in settings" and there it was!

    Hope this helps someone.

PS: Don't forget to APPLY or it will all reset!

I had the same issue. I have no boxes checked in the Ease of Access Center and I'd still get the keyboard popup on the login screen.

This is how I fixed it:

On Windows 10, right click on the taskbar and select Task Manager from the menu.

In Task Manager, select the Services tab.

Scroll down until you find something that says TabletInputService. Highlight it and press the Open Services.

In the new window that opens, scroll down until you find Touch Keyboard and Handwriting Panel Service. Right click on it and choose Stop.

Right click again and choose properties

In the General Tab change the Startup Type to Disabled.

I tried logging out and logging back in and it seemed to work. I'll cross my fingers that it holds when I restart.
