Error 0x80070570 when removing or deleting a program or file

Every time I try to remove or delete a program or file, it comes up with the error screen and says that the file or directory is corrupted and unreadable. I haven't attempted to install any windows updates except for 8.1 whereas my pc already had Windows 8. It won't let me open my internet browsers and my computer runs extremely slow. I haven't tried to transfer data whatsoever.

Could you please help me fix this issue?

    When I tried the second method, as soon as I pressed the system maintenance, it didn't work. I cannot open any internet browsers to install fixit, and could you be mor specific in more settings? Unless something is wrong, because all I see under settings is desktop, control panel, personalisation, pc info and help. Underneath those are my internet, my volume, my brightness, notifications, power and keyboard followed by change pc settings.

    Edit: when i pressed the system maintenance, it came up with the same error I was trying to fix..

    Also, my start menu is completely blank

    I would suggest you to follow the steps mentioned below:

    Method 1:

    Run the Fixit mentioned below:

    Method 2:

    Run the System Maintenance troubleshooter and check if it helps.

    a) Press the ‘Windows + W’ key on the keyboard.

    b) Type troubleshooter in the search box and then press enter.

    c) Select Troubleshooting. Click on view all and select System Maintenance.

    d) Click next and follow the on-screen instructions.

    Method 3:

    To check the conflicting program or application:

    Step 1: Boot the computer in Safe mode and check if the issue persists. Follow these steps to start the computer in safe mode.

    a) Press the ‘Windows + C’ key on the keyboard.

    b) Click on settings, more pc settings and then general.

    c) Scroll down to advanced startup, click restart now.

    d) Click on troubleshoot, advanced options, Windows Startup Settings.

    e) Click restart, select safe mode and then press enter.

    Step 2: Place the computer in clean boot and try to install to find out the cause of the issue:

    Note: When the troubleshooting is over do not forget to reset the computer to normal startup.
