Can't download purchased music on Windows 10 desktop

For the first time ever, I decided to buy music from the Microsoft Store, rather than from iTunes or Google Play.  Well, it's been nothing but a headache.  The purchase itself seems to have gone through okay, but I can't download the MP3s.  When I click the "Download album" button, I see the word "Error" in a red square box where it used to say "Owned".  No clue how to proceed (already tried rebooting).

I'm using a Dell 3000 desktop with Windows 10.

Any suggestions?

    First thing is verify the device you are trying to download the songs to is listed as a Music device.  Go to accounts.microsoft.com and under Devices >> Music Devices verify your computer is there.

    Second, I assume you are talking about the Store, but does the album show up in the Groove Music app?

    Third, sign out of store and sign back in.

    Fourth, under your Microsoft account, check your purchases and verify the album is listed.

    Thanks for the reply.

    -My computer is not listed under Devices >> Music Devices.  There is what looks like a button that says "Add a device", but nothing happens when I click on it.

    -The album does not appear in the Groove Music app.

    -I signed out and in several times to no avail.

    -The album does appear in my purchases for my Microsoft account.

    As an aside, I found a clumsy work-around:  I downloaded the Groove Music app for Android, then downloaded the songs to my phone, then uploaded the songs to my computer.  However, even that didn't work 100% since one song refused to download.
