WINDOWS LIVE MAIL 2012 - error messages 0x800ccc0f and 0x800ccc19

I started having this trouble about a month ago.  Every time I pull up Windows Live Mail, it's giving me the referenced error messages.  I've tried contacting my service provider (no luck), Norton 360 (no luck), continual reboots (no luck), Windows Essentials repair (no luck), unplugging the modem (no luck).  It is driving me crazy.  No viruses have been detected.  Also my internet sporadically sends me "not responding" messages, as well as my Office.  Can ANYONE help?

    You'll probably have more success with Cox's recommended settings (updated 6 August 2015). Right-click on the account name in the folder pane and select Properties.

    • On the Servers tab 
      • Change the incoming (POP3) server name to pop.cox.net
      • Change the outgoing (SMTP) server name to smtp.cox.net
      • Ensure that the Email username is the same as you use to access your account in webmail
      • Select Log on using clear text authentication
      • Select My server requires authentication
    • On the Advanced tab 
      • Select This server requires a secure connection (SSL) for both incoming and outgoing mail.
      • Change the server port for outgoing mail to 465
      • Change the server port for incoming mail to 995
    • Click Apply and OK

    Remove any unsent messages from the outbox (below the account folders in the folder pane), then close down Windows Live Mail and wait a few minutes while the program does its housekeeping and stores the new security settings. Then re-launch the program, compose a new test message with a unique subject and send it to yourself. Post any new error message in your reply.

    I meticulously went through all your steps above.  IT'S WORKING LIKE A CHARM!!!!!!  (So far.....I don't want to get too excited).  YOU ARE A GENIUS!!!!!!!!!!!!!!!!!!!!!!!!!!!!  Cox should have been able to help me with this--but they were clueless and said I'd have to contact MS.

    Regardless, I work from home and reliable e-mail is imperative.  I'm so happy now, I'm going to celebrate!!!!!!!!!!!!

    The error codes only tell us that the connection to the server was broken or timed out. Not why or where. We have to see the entire error message to be able to make any sort of diagnosis. Remove any unsent messages from the outbox (below the account folders in the folder pane), then compose a new test message with a unique subject and send it to yourself. Post any new error message in your reply. You can click on an error message to select it, then use right-click to copy it and paste it into the text entry box.
