Server URL for hotmail setting in Windows LiveMail

Please advise. What goes in the accounts setting, server tab under account properties.  My mail server is an HTTP server.

I am unable to send or receive messages

I get this error :

Unable to send or receive messages for the Hotmail x_x) account.

Subject '2015'

Server Error: 3219

Windows Live Mail Error ID: 0x8DE00005

    Server Error: 3219

    This means that your Hotmail account has been upgraded to the new version. Please sign into the account at http://mail.live.com; you should see something like this in the top left-hand corner of the window:

    If so, you can't use DeltaSync to access this account any more. You'll find instructions for setting up the account to use IMAP instead on this page: Windows Live Mail and Outlook Mail. If you sign in in Windows Live Mail with this account, you'll find that neither the calendar nor contacts will synchronize any more.

    If your operating system is Windows 7, 8 or 8.1 and you're using Windows Live Mail 2012, there's an update available that will allow you to connect to this account using Exchange ActiveSync instead of DeltaSync. Install the patch when no programs are running, then reboot the computer, launch Windows Live Mail and test. Let us know what happens.

    It is the link to the patch that doesn't work (for me).

    That's because it was withdrawn six months ago and is no longer available.
