Windows Updates not working - error 0x80070490

I have scanned support pages for the past two days and tried everything.  Nothing is working and I am unable to get any windows updates for windows 7.

I have tried sfc scan and found problems.  I uninstalled KB3022345 and the sfc scan came back without any errors.  Updates still not working.  I downloaded windows update stand alone package Windows6.1-KB947821-v34-x64 and ran that, but again, updates are not working.  I tried the microsoft fix it tool and the troubleshooting tool, and I am constantly getting 0x80070490 error.  I am at a complete loss on how to get updates to work.  I have spent hours and hours and hours trying to fix this.  It seems ridiculous that these updates are not working, and I can't just go to a microsoft link to have my computer scanned for updates and download them that way.  What can be done?  I have had no updates since September!

Please help me.

    This issue may occur if the Component-Based Servicing (CBS) manifest is corrupted.

    1. Open an elevated command prompt.
    2. Run the following command: 

    DISM.exe /Online /Cleanup-image /Scanhealth.

    This is ridiculous if people with windows 7 cannot get any updates since October 2015!  I had to run the updater overnight just to even see 48 freaking updates, and none of them will download and install!  I don't understand why Microsoft is blocking people from getting these updates.  If they are going to force me into the crappy windows 10 on my laptop which can't support it, then I am going to start looking for a new OS!  I don't want or need a touch screen OS!

    Use the Following tutorial to  Reset Windows updates completely and check if it helps:

    Make sure to run the script as an administrator.

    Hello,

    Thank you for working with me on this.

    I had read about doing that and tried that already and it didn't seem to do anything.  I  am trying it again, because maybe I just need to let it sit for a long time.  I have just run through so many scans and things that took hours and hours, so maybe I started to get tired and impatient.  I am fully rested to try to tackle this again now.

    In cmd run as admin, I just entered the text and hit enter.  It seemed to not be doing anything, but as I am just letting it sit, I am starting to see "....." dots growing along the bottom, so I guess this means it is running now, and I hadn't let it run through all the way before.  Maybe support should just add that little bit of information when helping someone, to just wait for the dots to appear, so then they know it is working and don't shut it down too soon.  Usually with other cmd runs you see information that things are running, so I didn't know this was doing anything until see the dots accumulate.  It now says operation completed successfully.

    I am running the WUT diagnostics tool now.  Just curious, what is the difference between the Windows Update Troubleshooter tool and the Microsoft Fix-It tool for windows updates?

    Okay, it completed and shows two red "x"s (not fixed):

    1.) Service registration is missing or corrupt

    2.) Windows Update error 0x80070490(2015-12-29-T-01_42_11P)

    Again, I appreciate your helping me with this.
