Windows Live Mail is a program you can install on your computer to manage email accounts, as many as you like. But it only works on your computer, not any other one you may have the use of when you're travelling.
When you're away from home, you can access most email accounts using a browser (a program like Internet Explorer that allows you to view web pages on the Internet). To do this, you have to visit the webmail page for the email service concerned. For example, if your email account is with AT&T, you would open a browser and type websitesmail.att.com into the address bar. If it's a Roadrunner account, you would type webmail.twc.com and so on. If you don't know which page to go to, search for aaa.bbb webmail where aaa.bbb is the part of your email address after the '@' symbol.
