Adobe PhotoDeluxe 2.0 was made by and supported by Adobe. If Adobe is not supporting that product in a given operating system, that is their perogative and there is not much you can do as a customer. It is not the makers of the operating systems that make their products compatible with the millions upon millions of hardware and software products out there, but the hardware and software manufacturers that make their products compatible with the relative handful of operating systems that exist - if they want to.
Technically, they have a phone support option, but I doubt your product is supported.. .:-) Why do I say that?

However, if you want to give a shot (and likely be told to get a newer product...):
Call Adobe at 800-833-6687. To avoid waiting on hold, request a callback from the first available agent. You can also schedule a callback for a more convenient time.
So - where does that leave you?
If the program is not compatible, then you may try to install and run the program in compatibility mode.
- Right click on the program installer
- Click on Properties
- Click on Compatibility tab
- Select Run this program in compatibility mode and select Windows XP or whatever operating system the program was running successfully in before.
- OK your way out of that.
- Now try to install it.
After installation, you may have to modify the shortcut it created in the same manner as you did the installation executable so it runs as if it was installed on an older system...

If that fails - you might need to utilize Windows XP Mode. This may be your best option considering you got Windows 7 Professional.
