I had my Surface Book replaced after spilling water on my first one. The one I received was supposedly brand but as soon as i set it up there was a program called WebDiscover on my current one that was never on my original Surface Book. I didn't think anything of it for a while, but i just realized that I cannot seem to remove the toolbar and after some research, apparently it is malware. -_-
what's the best way to get rid of this stupid program?

I understand your concern. If you wish to remove an unwanted program from your tablet, you may try one of the following methods and let us know if these are helpful.
Method 1:
Refer to the following link to uninstall undesired apps from your Surface.
Install and uninstall apps on Surface
If the issue still exists, try the next method.
Method 2:
Remove the program from the Control Panel.
a. Press Start button and click Control Panel.
b. Open Programs and features.
c. Select the unwanted program if listed in the installed program catalog.
d. Click Uninstall and follow the onscreen instructions to completely uninstall the program.
If the issue still exists, try the next method.
Method 3:
Run the following fixit and choose the specific program. Check if it helps.
