I would have thought the Epson support site was the place to look, and as they only supply 32bit drivers there arent any.
Time for a new scanner or all in one (there are other options, but these would cost more)

2016-03-16T21:58:26+00:00 I also have the Perfection 1650 & I was able to get it to work using Epson's Expression 1600 driver for Windows 7 64-bit (I am using this in 64-bit version of Windows 10).
The only problem I had was on initial installation - after extracting the files, setup.exe failed to run, so I navigated to the extract folder and double-clicked it to run it manually. I didn't even need to use compatibility settings.

2012-06-09T12:39:17+00:00 Epson states that Microsoft provide a minimal WIA support driver, which doesn't appear to work.
I have a similar problem (Epson Perf 1650 driver not working with Win7-64): I have tried using any possible variation of Compatibility Assistant I can think of (the only reason I purchased the Professional version of Windows 7 was for Compatability Assistant to ensure my older hardware continued to work).
So far It appears to install with compatability wizard/assistant, works OK right until the last stage (compatability assistant saving the program settings) and then it fails.
Error message: Incompatible Application
(I assume it means the install program, maybe the TWAIN driver itself?)
