Lock the Taskbar, What does this Mean??

I've learned to assume nothing, during my rocky time as a PC + Win 7 user, unreliability seems to be an exception, a dependable constant in my experience. Anyway, I had assumed 'Lock the Taskbar' meant, lock it to the state it's currently in + with any luck it'll be in that same state the next time you're in the area. Sadly, though certainly not surprisingly, the fact that the Address Bar + the Quick Start link, keep vanishing to God only knows where? Hence, the question in the Title was one I couldn't help but ask. I already despair at the lack of autonomy that ensures the far too high a demand of the pc user's time, not to mention expertise, plus the ceaseless issues, breakdowns, + failures, which I now just accept as 'part of the fun'. So, with the fact I've never spent the time necessary to gain the level of knowledge required to use a pc with any ease + efficiency the whole user experience, for me, is often one I could really do without. A prime example, also recent, really annoying, + no doubt robbing me of time I'd rather spend doing just about anything else, is having started up I'm greeted with my touchpad being completely 'Friar Tuck-ed', no left click action, right only, haven't really looked into it yet but just basic navigation is difficult, the 'fun' really does never stop. Could this be connected to my Taskbar's refusal to allow me to setup as I desire?? Any help I'd appreciate enormously, particularly that of a helpful, providing answers + solutions, sort of nature, extra love goes out for that................

    Normally you can drag the Taskbar all over the place, onto the right side, top, left, etc.  When you "lock" the Taskbar, I think it means you can't drag it anywhere (it stays where it is).  Locking it has nothing to do with what it contains.  For example, that does not lock notifications, programs running, search bars, etc.
