Which services in Task Manager should I enable and which should remain stopped

I noticed I can not get on Internet explorer and have some other issues with my laptop.   I have several things in Task Manager that say "stopped".  Can someone tell me which ones I need to enable and run and this may fix other issues I am having too like dropping my wifi often.  I called Toshiba and they said I can not upgrade to windows 10 until I pay them to fix a lot of these issues.....imagine that lol

I have a Toshiba Safelite P855, Windows 8.1, 64 bit pc

    Go to start/run type services.msc. Dont use task manager, or msconfig to disable any services.

    See if the windows update service is on automatic (trigger start). Make sure it's running

    If it's stopped click on start. What errors come up, or what happens when you check for updates?

    Do you know which ones have to deal with me not being able to do my MS updates and the Internet dropping me all the.  I have to remember do my my network adapter several times

    I wouldn't disable all the services that site says you can disable. It can and will kill windows completely
