My new ViewSonic LED displays "No signal" when plugged in

I have recently purchased a ViewSonic LED monitor from amazon ( option to return, would rather try to fix first ) and it was intended to be the second monitor. I have my system up and running and went to plug in the new viewsonic, I now have 2 almost identical the first is an older version, and it only gets as far as "No Signal" then goes to the sleep mode.

     I thought at first okay maybe its my cables so I tried both the DVI and VGA it came with and neither worked. So I figured well okay maybe its the cables so I unplugged the currently working monitor and used that the DVI that was giving me a display on the current monitor. This solution did not work, and I did the same with the VGA to see if that would work on the old monitor, which it did, so I tried as well on the new monitor and no success. 

    Following that idea I decided to look at the display settings and when it is plugged in the computer recognizes a second display but when I select the "2" or second monitor in the settings it greys out the option to select it as main display. No matter which option for display i choose it still doesn't show anything on the new monitor, nor does the first one act as if there is additional space to work (the mouse doesn't leave the current monitor even if i apply the changes. I went to the display settings after i realized that the monitor did awaken and look for a signal when I was plugging it in with either the DVI or VGA, however it just never made it to finding the signal.

     My last attempt to see what was going on what was going on with the monitor was to plug the same VGA cables i have been using from the monitor into my laptop.... BOOM it got the signal, so i was like okay well then this must be okay. I used the same port from the computer that gives me a signal on the old monitor and plugged it in to the monitor with the same cable that I used with the laptop and nothing. No signal.... I am lost, the only thing I know i haven't tried yet is an HDMI which is my next step but I am completely lost as to how 1 viewsonic can receive a signal and the new one can't, but plug it into a laptop and we are good to go.

please help I am willing to try whatever, I will send it back t amazon and try an entirely new one but since it did turn on with the laptop (not where i want to use it) I figured I might be doing something wrong.

    Thank you for the input Niranjan, I appreciate the assistance and time. 

    Just so you are aware I was about to try this when my display port to VGA converter arrived, figured that was my last ditch at the plug and play. Sure enough screen popped on.

    Thank you for posting your query in Microsoft Community.

    I appreciate the effort made towards the fixes you have tried. You may want to try re-installing the USB bus controllers using the steps:

    Remove and reinstall all USB controllers

    To remove and reinstall all USB controllers, follow these steps:

    1. Click Start, click Run, type sysdm.cpl in the Open box, and then click OK.
    2. Click the Hardware tab.
    3. Click the Device Manager button.
    4. Expand Universal Serial Bus controllers.
    5. Right-click every device under the Universal Serial Bus controllers node, and then click Uninstall to remove them one at a time.
    6. Restart the computer, and then reinstall the USB controllers.
    7. Plug in the removable USB storage device, and then test to make sure that the issue is resolved.

    If the issue still persists, then contact the hardware vendor.
