Microsoft .NET framework 4.0 did not succeed

I have gone though every post i could come across, aside from one about clean boot mode because i really dont know how that would work....

Other than a clean install of Windows 7 on my computer, i cannot see any way to fix the issue with installing Microsoft .NET Framework 4.0 or better... i continue to receive a "Installation did not succeed" message every time i attempt. 

Here is the Log Message i get:

Any additional Information people could give, or something easier than a fresh install that might work would be greatly appreciated.

    It ran and made some changes and restarted the Windows installer, then said to install the .NET Framework stuff again.... when i tried, i got the Exact same Error again.

    Which the error is apparently a corrupted .NET file, which is stopping me from installing or Updating .NET... An Ironic Loop of idiocy that is really starting to get on my nerves.

    Also, according to my Programs list, i have no versions of .NET installed, and in my Regedit, i have 2.0, 3.0 and 3.5 installed.

    Try using this

    https://www.microsoft.com/en-us/download/details.aspx?id=30135

    Go to Uninstall a program and see if any Microsoft Net framework exists in there.

    If you see Net 4.6.2 that would be why you can not install a older version.
