"All of your files are encrypted with RSA-2048 and AES-128 ciphers" error on the system.

This started yesterday morning.  I believe it is the One Drive with photos that is the problem.  I can't seem to delete this message file no matter what I try.  If I revert to Factory Default, I will lose all of my pictures I think.  I plan to call Bell later.  I have a Sagecom Modem and I tried disconnecting the power and rebooting, but nothing changed.  Any ideas?  All help will be greatly appreciated.

The message goes on to suggest various webpages and talks about the secret key I need.

    In order to understand the issue more clearly, I would request you to kindly provide me with the following information.

    1. Did you make any specific changes prior to this issue?
    2. When exactly do you get this message on the system?

    I would like to provide you with the information that RSA-2048 and AES-128 ciphers is a Ransomware virus that has been spread widely for illegal purpose. This virus will allow the cyber criminals to gain access by taking control of the system remotely. After the machine has compromised to this virus, it will be very dangerous in front of a chunk of different malware program that can be downloaded on your system without your consent. Lots of crucial data will be exposed to the third party behind the scene. This ransomware virus will lock your browser by displaying a message that asks you to pay money to unlock your web browser. This message can pretend to be a form of law enforcement agency that tells you to pay a fine in order to unlock your crucial files and data. This threat will also stops you from closing your browser by pressing any shortcut keys or using the address bar.

    I would like to try the following methods and check if that helps.

    Method 1:

    To diagnose the problem whether any third party program or application is causing the conflict, I would suggest you to try “clean boot” and check if it helps.

    How to perform a “clean boot” in Windows, please follow the steps in the link provided below.

    Important: Putting your system in Clean Boot state helps in identifying if any third party applications or startup items are causing the issue. You need to follow the steps from the article mentioned below to perform a Clean Boot.

    Note: Refer "How to reset the computer to start normally after clean boot troubleshooting" to reset the computer to start as normal after troubleshooting.

    Try to reboot the system and check if it helps.

    If the issue persists, follow method 2         

    Method 2:

    Run a full computer scan with the Microsoft Safety Scanner to make sure that the computer is virus free.

    Note: Any data files that are infected may only be cleaned by deleting the file entirely, which means there is a potential for data loss.

    Thank you to all that assisted.  I am a 78 year old great-grandmother who isn't up to date on all computer technology and welcomed all assistance.  My problem has been fixed.  One of my grandsons suggested using the following:

    Malwarebytes anti-malware

    It worked for me.  If anyone else encounters the malicious virus my computer was infected with, please try it, it may help you as well.  Again, thank you everyone for your time.
