I have the same issue.
I get this icon and get a notification that Windows Defender is off and I need to turn it on.
So I open Windows Defender and this is the result after selecting to start the program.

What is the status of Windows Defender when you click on the icon and open the program?
When I click on the icon and open the program, Windows Defender has a normal status. "Scan completed", "No threats were detected", "your PC is being monitored and protected", "real-time protection on", "virus and spyware definitions up to date". The action center notification is also normal: "Windows Defender scanned your PC. No threats were found."
