I have found out that on my computer left + ctrl + escape doesn't bring up task manager but when I press right ctlr+alt+escape it does, on my work computer and many more left ctrl combinanation works so I you might just try the right combinantion, anyway I guess there must be some registry entry to change these behaviors
Task manager shortcut ( CTRL + SHIFT + ESC ) not working on Windows 8 and 8.1!
I have some problems with the Task Manager not opening on Windows 8. I recently upgraded my pc from Windows 8 to Windows 8.1. And it seems that the Windows 8 Task Manager doesn't pop up if I press the shortcut ++
I have tried different times (on different occasions), always waiting afterwards to make sure it isn't slow. But it doesn't pop up in most cases. And then, in very rare cases, it does pop up if I press the shortcut.
If I use the other shortcuts to open the Task Manager it works almost immediately: via the shortcut ++or by pressing + and then .
Has somebody anything I could try to fix this? Is this a known bug? Are there maybe any other shortcuts that will work in Windows 8?
I am somebody who uses the task manager a lot, so it would be nice to have a working shortcut (the shorter, the better).

2014-04-15T14:21:28+00:00 CTRL + SHIFT + ESC does not work for me anymore. Whilst the solution posted is ok, it doesn't solve what has gone wrong.

I have not seen this problem before in Win 8?
You can create your own shortcut for the Task Manager and put it everywhere.
Open File Explorer.
Go to your User folder and open the Documents folder.
Right click and select New/Shortcut.
In the Location box type %windir%\system32\taskmgr.exe
Click Next and name the shortcut Task Manager and click Finish.
Right click the shortcut and select Properties.
Click in the Shortcut key box and press Ctrl+Alt+T.
Click Apply/OK.
Right click the shortcut again and select Pin to Start and Pin to Taskbar. This will place an icon on the Taskbar and a Tile on the Start Screen for the shortcut.
You now have a new keyboard short and can click the shortcut on the Desktop or Start Screen.
