Windows 10 security blocks all downloads

There are many reasons why downloads might fail.
1.One is your antivirus utility is blocking the download.
If you have installed 3rd party antivirus software , please turn it off.

2.Downloads fail can be attributed to corrupt temporary files.
Try clearing your temporary files folder; check out your article for instructions .
Also , when downloading setup files for applications , do not run them from the current location , instead , save the file to your hard disk first , then execute setup from there.

3.Please check if the Browser has blocked downloading , we could change to chrome and try again.

4.If windows security block downloading , please disable windows security.

So after some testing with both Google Chrome and Microsoft Edge., it appears to be the browser that is doing the blocking and not the OS per say. I reverted MS Edge back to the original version and am able to download files without issue. Google Chrome will not let me download files even when "Safe Browsing" feature is totally disabled. I love it when an application makes decisions for me.
