    Why bother?

Because the run command holds a history, so when I've typed ncpa.cpl on a computer I don't have to type it evey time. I simply click Start>Run and type "n" then  Arrow Down and Enter and I'm on the networking configuration gui.

Right now I'm having to click start, right click go to properties then customize, scroll to bottom and check the box to enable Run command.

As far as I can tell this is no solution for enabling it on all users on all machines in an OU, so off to search some more I go.
