I purchased a new Nokia lumia 820 this week as my old Nokia Lumia 820 has hardware problems (digitizer).
The old 820 is running windows 8.1 while the new 820 has only windows 8.0. How can I upgrade my new lumia 820 to windows 8.1?

Today I received the updates for upgrade from windows 8.0 to 8.1 through Settings > Phone update
The new lumia 820 has been succesfully upgraded to windows 8.1.
It just has taken one week after purchase before getting the automatic update.
Problem solved.
How to update software without using WI FI

no such thing exists. you only get updates from the phone update page.
It could be that you got an 820 from one of those "wonderful" carriers that have not released the 8.1 update at all.
