Windows 8.1 Update - Start Menu Option

Hi,

So, I've just reinstalled Windows 8.1 a day ago. After installing, I checked for updates, and for quite a while, it wasn't showing anything.

Now, it's fine, and have just finished installing all the updates as per listed/downloaded.

However, there was one update that is missing, which is the option to change the Start Menu.

As you know, the default Start Menu is Tiles, but there was one update wherein you can change it from right-clicking the Taskbar > Properties > Start menu tab.

Currently, after installing all those Windows Updates, there is still no such option for me.

Whenever I search the net, it always shows the Windows 8.1 RT Update 3 (KB3033055), but, I'm using the PC Windows 8.1, not tablet/Surface, so, I don't think that update applies to me right? Or does it?

TLDR: I want the link to the update for changing Start Menu from Tiles to the classic-ish Start Menu (Win 7 / 10 / etc.)

From Googling a few hours, only Windows 8.1 RT Update 3 (KB3033055) -- which is for Tablets/Surface, and not for PC right? Or can I install it on Windows 8.1 (NOT RT)also?

    If you wish to push through on getting the classic-ish 'Start' menu, please be advised that the only way to get Windows RT 8.1 is by updating a computer or tablet that already has Windows RT pre-installed.
