You might try using Wordpad instead. It is also free, included with Windows 7, and does support underlining words.

NotePad is a text editor. You can't format text in that application (beyond changing the font for all the text, that is).

Notepad is a plain text program. Any formatted text pasted will be automatically deleted. Here's some of the ways I get around that when I have to write plain text emails:
italic words - /italic/
bold words - BOLD
italic bold words - /ITALIC BOLD/
underlined words - _underline_
highlighted words - *highlighted words*
However, if you go to manytools.org, it has a nice online program to edit your plain text for strikethrough, underline and a few more. And you are able to paste your results into notepad as well as other plain text documents. (at least the ones that I have tried)
