    The post by BossDweeb is correct but there is a chance you might damage the registry components if you are looking for a utility that  automatically does the work for you, here is the link

    Search for download executables and download only that(Green Color)

    Hope it helps it can park and unpark cores

    This is one of those settings that some rave about while others find it of no benefit, less uniform frame rates

     or reduced performance. I see no real difference on my machine.

    Core parking is linked to your Power setup as well, so I believe you should be using a High Performance profile,

    or at least have the cpu power setting to 100% min and max if you disable core parking.

    • You can unpark the cores manually via the Registry.
    • Open the Run command and type in  Regedit

    Paste  the following -    0cc5b647-c1df-4637-891a-dec35c318583   -  into  EDIT > Find (on the toolbar) .

    There are two keys - Value Min & Value Max . Change the Value data for both to 0

    ( the max may be the only one that is not already set to 0  ).
