I also faced the same problem with the E3531 and I found the best solution

*IMPORTANT DO THIS WHOLE STEP ON THAT SAME PC USING WiFi so that the inbuilt modem driver of the PC remains busy otherwise inbuilt microsoft's modem driver will attach itself to the huawei E3531*

STEP 1: Download a customized version of mobile partner from this page .

STEP 2: Extract and install on your PC

STEP 3: Now connect your HUAWEI E3531 (you should listen USB insertion windows sound)

STEP 4: Now close the customized version of mobile partner and install from the USB driver itself

     you are done!

It worked on windows 8.1 pro didn't tried on windows 10 but it should work on 10 too.

    Hi Bharath,

This issue might occur if the data card is not getting installed properly.

Follow the methods and check if it fixes the issue:

    Method 1:

Refer to the link and run the hardware and device troubleshooter:

Refer to the section “Run the Hardware and Devices troubleshooter

    http://windows.microsoft.com/en-US/windows-8/what-device-isnt-installed-properly

If the issue still persists, proceed to the next method.

    Method 2:

If you haven't tried, try connecting the USB data card to a different USB port and check if it fixes the issue. If it still doesn't detect, connect the card to the port, go to device manager and uninstall all the USB drivers. Then, restart the computer to reinstall the driver (make sure that the card is still connected):

    • Connect the USB data card. Check if the device is getting detected under Device Manager.
    • Press Windows+X keys and select Device Manager.
    • Right Click on all the USB devices and select Uninstall.
    • Restart the computer and Windows will reinstall all the USB drivers.

If the issue still persists and it's specific to the USB data card, you can contact Huawei support for further assistance:

    http://consumer.huawei.com/en/contact-us/index.htm

Please let us know if you need any other assistance on Windows.

I AM TALKING ABOUT THE DATA CARD(NET SETTER) NOT ABOUT THE FLASH DRIVE. ITS HUAWEI E3531 DATA CARD, NOT A FLASH DRIVE OR THUMB DRIVE. GIVE ME SUGGESTION ABOUT THE NET SETTER.

I presume you're talking about a usb flash or thumb drive. Is formatted using exFAT? I'm having the same problem with a desktop computer running Windows 8.1 Pro. It will not recognize a new flash drive I just got that has exFAT formatting. However the same drive is recognized by a laptop running Win7 and a tablet running Win8.1. Have you tried your flash drive on different computers?

Update 5/29: I gave my desktop another try after researching different flash drive formatting. I did not make any changes to the flash drive, and when I inserted it into the USB port, along with some jiggling, my computer did recognize the flash drive. I don't know why my desktop, which has 8gb ram and a quad-core processor, would be slow in recognizing the drive compared to the laptop and tablet. I would suggest trying different usb ports, and if you're using a hub, try connecting it to a port on the computer instead of a hub.
