If you want to select all items except one, click on the one you don't want to include, and then from the Windows Explorer window choose Invert Selection. It's not as good as being able to CTRL click, but it will achieve what you want. I am using Windows 10, so I don't remember if this was available in Windows 7.
How to deselect one item in a list
This may be a dumb question, but...How do I deselect one item in a list in Windows 7? In previous versions, you could hit CTRL-A to select an entire list, and then hold down CTRL and click on one item, and that item would no longer be selected. But while CTRL-A still works, holding down CTRL and clicking doesn't seem to work in Windows 7. I've tried it in any number of programs without it working.
Any ideas?

What programs have you tried? What exazctly happens when you CTRL-click an item?

See if single click to open an item and point to select will change anything, click on apply to folders and apply and okay.
Then possibly if you just point at the item you want to exclude might work, if so you might even go back and click on restore defaults to correct this type of issue.
