... and yes, this can seem complicated to the uninitiated, but the network stack did occasionally get corrupted in windows XP.
Those commands in that article often repaired them.
And if you think that is complicated, you may want to reconsider utilizing a legacy OS...

-Try to run Network troubleshooter. Restart your modem or router and wait for 10-20sec and power them on. Remember, plug them out from the outlet, don't use power buttons. If the problem still exists for long time, you should replace your modem and router.
