Hello there,
Since I reinstalled my Windows 7 at the end of 2016, I can not install ANY Windows Updates. I tried out some things before.
I tried Troubleshooting for Windows Update, I downloaded the Windows Update Diagnostic, I tried downloading the KB29XX.msu (Updates) manually and I'm running out of ideas because none of these things work. [EDIT: Even tried to install things like Visual Studio 2015 which automatically installs these updates, but it didn't work either]. The most important Update I need is KB2999226, otherwise I can't run Photoshop or anything important I really need.
Hope somebody is willing to help me out.

Depending on how long it has been since you last updated your computer you may also need to install the "Rollup" updates listed below as a quick means of playing catchup.
Keep the Update service stopped, (as mentioned in the above article) don't run Windows Update until you have completed installing the rollup updates listed below. If your computer already has the July updates installed then when you manually try to install the July rollup listed below you will be notified, just move on to the August rollup.

After all the speedup and rollup updates are manually installed then run Windows Update.

For a couple of months, I hadn't been seeing MSWin 7 security updates. Finally checked. Sure enough, the updater isn't working. I just ran the Windows update program, and it didn't fix the issue. Here is link to my system logs and system information, on OneDrive, as you recommended. I hope you can help. (Two links, as I'm not sure if first effort shared the folder or just a file.)

When I went to the link you provided, I saw 4 packages, which don't give dates!! As I said, it's been only about two months since I stopped getting security update notices (and dutifully ran all the updates up til that point), and so I don't see any sense in potentially overwriting what I already have installed with this batch of possibly much earlier updates.
Looking forward to more clarification.

Please provide more information to enable your problem to be diagnosed.
Please restart your computer and allow 20 minutes for the system to run before uploading information. When examining Event Viewer log files many, not all, problems show in the period immediately after the computer has been booted.
Please provide a copy of your System Information file. Type System Information in the Search Box above the start Button and press the ENTER key (alternative is Select Start, All Programs, Accessories, System Tools, System Information). Select File, Export and give the file a name noting where it is located. Files in the txt file format are preferred. Do not place the cursor within the body of the report before exporting the file. The system creates a new System Information file each time system information is accessed. You need to allow a minute or two for the file to be fully populated before exporting a copy. Please upload the file to your OneDrive, share with everyone and post a link here. If the report is in a language other than English, please state the language.
Please upload and share with everyone a fresh copy of your System log from your Event Viewer to your One Drive and post a link here. It helps to avoid confusion if you remove any earlier copies of the log files from your OneDrive.
To access the System log select Start, Control Panel, Administrative Tools, Event Viewer, from the list in the left side of the window expand Windows Logs and select System. Place the cursor on System, select Action from the Menu and Save All Events as (the default evtx file type) and give the file a name. Do not provide filtered files. Do not place the cursor in the list of reports before selecting Action from the menu. Do not clear logs whilst you have a continuing problem.
