Is Tweaking.com tool effective and safe?

This freeware Windows repair program was recommended to me by the tech support person at HP. For some reason I am skeptical about it, and wonder if anyone here has experience with it. Is it effective and, most importantly, is it SAFE?

    Regarding Tweaking.com

    All tweaking.com does is to use built in tools, from Microsoft, that few know about

    and perform repairs.

    The most effective tool is the recovery to check for corrupted System, OS.

    SFC.exe  along with some other tools.

    It is built into the Win 7~10 OS and can be accessed but few know about it.

    It must be run as administrator and can take up to 20 minutes to run.

    It works great and you don't need tweaking.com to run the tool.

    Tweaking.com simply is a batch program to run a series of Microsoft built in tools

    to do repairs that can be done anyway by technicians who know about the tools

    Microsoft provides.

    Next, some claim to call MS. I really question that the actual company "Microsoft" was reached.

    I get calls all regularly claiming to be MS.  They are scammers claiming to be MS.

    I have never heard of Microsoft doing Remote installations.

    I would never allow anyone, any corporation remote access to my computer. Too risky.

    I would only allow someone I personally knew and met.  Even then, I doubt I would allow

    someone other than myself remote access to my computer.

    In these days of online banking, it is just too risky.

    I had a friend who had a computer. She knew it was running slow. I looked at the computer.

    It was setup and a remote server to process fraudulent computer transactions in Asia and Russia.

    It took me days to get her computer cleaned up and locked down.  It is just too risky to allow anyone

    remote access to your computer.  Instead of remote access, take your computer to Frys Electronics,

    Best Buy, Office Depot, Office Max, etc. where you can trust someone and know that if they install

    any remote access software, keyboard loggers, Trojan, etc,  you can file a law suit. 

    Use some common sense and be profoundly paranoid about letting anyone have remote access to your computer.

    you know what's really strange? I have hp windows7 pc. couple of years ago my computer started doing really strange things, it still does, but I called MS from the number on their support information. I reached techs in Manila, they said right away that I have a virus and they could remove it for me for 145 dollars, the first option was I think 60 to remover the virus, the second option of 145 would cover the viru, and that i'd get continued coverage that would last a year I think. So I gave em the cc # and gave them remote access to my pc, while I was there with the girl at all times, there was no virus, they spent 2 days, up to senior techs levels that were unable to find the problem. After day one I told them I wanted to put a stop on the payment because of inaccurate diagnosing and no repairing nothing. They were ok with that, and asked if I could call them then next day they'd try again. I did. they installed malware bytes and tweeking.com, I've never used it. But I lost access to a google account  from setting up 2 step verification log in and used the google voice account that was on that gmail. I even remembered the password, and it wouldn't work because, the code, couldn't be sent to another phone. I lost all passwords, ms was one of them. to reset the password I had to access the google account. I explained to them that I can prove it is me by the date they did the service and they had a direct land line number to verify it. They would not reset the account or password, and told me that I had been scammed, and I didn't have any service for the remainder of a year after they worked on it. I find it hard to believe, because I called their support number. Also they said ms wouldn't of downloaded with my permission even, tweeking dot com. I lost a youtube account that I had built for 5 years. because of the 2 step verification mistake. Google "knows" everything about everyone, until that one looses a password, then they cannot find you, and don't know the one. Similar stuff.

    I made a slight error.   The main tool is SFC.exe not svc.    Sorry. 

    Next,  SFC.exe  must be ran as ADMINISTRATOR. 

    When you run as administrator, you will automatically be dropped

    into the correct directory, (command prompt path) and the tool 

    will only then be available. 

    Tweaking.com does this for you automatically. 

    Tweaking.com is neither better, safer or worst than using SFC.exe manually. 

    Tweaking.com is simply an easy way to run a series of batch processes

    that can take care of many if not most problems than can plague an OS.

    I've experienced similar frustrations with the tech support from MS, Dell, and *HP. Often I can sense in a few minutes that they don't know what they're doing and are just fishing. They run the same "troubleshooters" that I've already run. Then they tell me that they will escalate my case to a higher level--and the same process starts again.

    In your case, if I understand correctly, you've never tried running the Tweaking program, so you're not commenting on its effectiveness or its safety.

    * I paid HP $99.99 to fix an "issue" that none of their techs were ever able to fix--when I could have just bought a new printer for $100!

    To run SFC.exe in administrator mode to the following:

    It must be run from a DOS box/window

    1. Click Start.
    2. In the Start Search box, type cmd, and then press CTRL+SHIFT+ENTER.
    3. If the User Account Control dialog box appears, confirm that the action it displays is what you want, and then click Continue.

    I am running classic shell.

    I click start

    type cmd in search box.

         I get a flyout with many options.

    One is cmd.exe

         I right click on cmd.exe and a new window/flyout pops up.

         SELECT/click  "RUN AS ADMINISTRATOR".

    If your system has not been severely compromised or missing files or viruses

    sfc.exe should be in:

    C:\windows\System32

    To run manually without tweaking.com:

    When the DOS box is open in Administrator mode run as follows

    sfc /scannow

    It will take a very long time depending on hardware and CPU.

    I am running windows 7 x64.  Up to Win 10, it is all the same.
