As per the issue description you are getting an error Diagnostics-Performance 100 Boot Performance Monitoring. These are events on the computer which happened during logging in or while running certain application. You may safely ignore those messages.
If you don't want to ignore it and want to remove it you may try the methods provided below and see if it helps.
Method 1
First disconnect any external devices connected to the computer except the mouse and keyboard. Then check if all the physical connections to the computer are set correctly. If it is a laptop remove the laptop battery, wait for 5 minutes and then connect back the battery, check if it works.

I would suggest you to boot the computer in safe mode and check if the issue persists.****

Step 2:
If your computer works fine in safe mode, I would suggest you to perform clean boot.
Putting your system in Clean Boot state helps in identifying if any third party applications or startup items are causing the issue. You need to follow the steps from the article mentioned below to perform a Clean Boot.

Method 3
If issue still persist, I would suggest you to run a Startup repair to repair the corrupted startup system files and try to boot in normal mode. Refer to the steps provided below to run startup repair.
- Restart your computer by clicking the Start, clicking the arrow next to the Shut Down, and then clicking Restart.
- Press and hold the F8 key as your computer restarts. You need to press F8 before the Windows logo appears ( If the Windows logo appears, you'll need to try again by shutting down and restarting your computer).
- On the Advanced Boot Options screen, use the arrow keys to highlight Repair your computer, and then press Enter.
- Click the Operating system that you want to repair, and then click Next.
- In the System Recovery Options dialog box, click Startup Repair.
