HELP Windows Vista reboot loop on normal start up but is fine in any safe mode start up

I bought an ACER aspire 5517 (operating system Windows Vista) so I can home school my son. Problem is I did a factory reset and now whenever I boot up normally it loads up to the profile then- 1) It brings up a page that says "Do nothing drivers loading" or some such then if I let it sit and wait/ click ok it restarts the laptop every time. 2) I choose my profile it loads then says "signing out" and  then "shutting down" and it restarts my system. It is a non stop restart loop. If I press f8 and choose any safe mode (including with networking) it works. I can sign in everything is fine but no sound and no updating anything. Downloads not pertaining to updates work fine except the ATI catalyst. I can not uninstall/ in stall that at all and I am told the installer is not working. I have tried EVERYTHING I can think of and have searched online for days looking for fixes. I have gone in and done msconfig, service packs everything. I was able to download vista service pack 2 and it worked but nothing has changed.  If I can't update in safe mode and normal startup only restarts the computer what can I do?  I don't have a vista disc but the lap top is supposed to have the restore system built in.

    Any pc restart loop,or on pc shutdown,the pc restarts,most causes are pc hardware conflicts..

    Also,with the above being correct & its a laptop pc,chk youre pc battery charger,it might be faulty,or it might/must

    be installed at all times,this being the pc battery is faulty.The faulty battery can still run pc if charger is installed 100%

    of time,if this situation is correct,then plug in charger,wait 12-15 minutes before pc start.....

    UPDATE- POSSIBLE FIX

    It would appear there is a compatibility issue with the Acer epower Manager. If you have that on your laptop and have had the reboot loop issue this maybe why. After a week of nothing but searching I found that after I removed the program my system boots up on normal mode. As of right now I am connected to the internet and am running the windows update so hopefully it works out. I will keep the feed updated when I know more. If you remove the Acer epower manager and the issue resolves or something changes respond let others know. Such an easy fix yet so hard to figure out.

    I pushed f8 at start up and chose the option that took me to the  restore factory settings is that the correct way to do it?  if alt f10 is the way do i do that on start up?

    Yes there is a battery issue it dies after a few minutes if the charger is unplugged. so should i turn it off and then wait 15 mins to turn it on or do I need to unplug it then plug it back in?

    With an Acer you press the left Alt Key + F10 Keys at Power on to start the recovery to factory setttings process.
