ISA discontinued, and Microsoft Forefront Threat Management Gateway came yet discontinued on 12 September 2012. Apparently microsoft is not having any alternative solution now!

There are paid alternatives, and also you may use free open source solutions (proxy+firewall) ie: pfsense/squid/squidguard

Your question is technical and it is better to ask it from:

    https://social.technet.microsoft.com/Forums/en-US/home

But in General, there is no new technology from Microsoft to work exactly as ISA did, but you may use features in Windows Server like new Group Policy Objects and also you may configure IIS Server to perform similar tasks as ISA did.
