Direct play cant install

I wanted to play Gta san andreas, and it needs Directplay for direct x 9.  When i try to launch The game it says to play Gta san andreas you need this following feature: . You cant press Install this feature, only skip the installation. after a few seconds this shows up:

When i try to go through windows features, There is no .net framework 3.5 and 4.0 altought i have installed them and under Legacy Components there is no Direct play. and when i check Legacy components and hit ok, the same error occurs. I have disabled Firewall and my antivirus programs.

    We appreciate your update. Since you're getting that message, let's try to run SFC in safe mode first and check. Safe Mode is a way for Windows to load, without loading all drivers and applications. To boot into Safe Mode, follow the steps below:

    1. Press Win + I keys to bring up the Charm Bar.
    2. Click the Power button once.
    3. Press and hold the Shift key and click the Restart icon.
    4. When the computer restarts, you should be able to see the Advanced Boot Options menu that will allow you to access the Safe Mode.

    After Windows boots into safe mode, run sfc /scannow again.

    Yeah, so i tried the sfc /scannow it says: windows resource protection could not perform the requested operation.
