We don't deal with Xbox Enforcement Actions, as this is managed by the Xbox Live Policy and Enforcement team. These people are in charge of the Xbox Community and ensure that the Code of Conduct is followed by everyone who participates.
If you have been subjected to an Enforcement Action, and it is longer then 2 days, your able to submit a Case Review from their website: https://enforcement.xbox.com
Communication Suspensions are issued when you have violated the service agreement and Code of Conduct by sending people messages or talking in game/parties - communicating. Depending on what you have done, and the severity of what you have done, depends on how long the Enforcement Action lasts.
