You should be able to add it using the standard Add Printer wizard. Here is the 2nd option.

Right-click Start to access the Win-X menu, and click Programs and Features.

In the Programs and Features window, click Turn Windows features on or off.

In the Windows Features dialog, uncheck Microsoft Print to PDF and click OK.

Reopen the Windows Features dialog, and this time enable the Microsoft Print to PDF checkbox, and click OK

Microsoft Print to PDF does not appear in Programs and Features in Windows 7. How do I enable Microsoft Print to PDF in Windows 7?

MS Print to PDF is a Windows 10-only feature. For Windows 7, you may try a third-party PDF printer like CutePDF Writer or Foxit.
